Listen to the story

The French government had planned to freeze pensions above 1,260 euros, meaning they would not increase with inflation. However, members of the National Assembly said this idea was impossible to accept.

Thibault Bazin, the rapporteur for the social security budget, has said the government must change its method. A rapporteur is a lawmaker who studies a bill closely and writes a detailed report about it.

Bazin proposed a new alternative. Instead of the government deciding alone, he wants social partners โ€” meaning unions and employers โ€” to decide together how pensions should be handled.

The main goal of this plan is to save 1.3 billion euros for the social security system. The government needs this money to help balance its overall budget.

Critics have pointed out a serious problem with the original freeze plan. A retired person receiving 2,000 euros a month could end up losing more money than their former employer would lose under other measures.

This comparison has made many people angry, because it seems unfair that retired workers would suffer more than the business owners who used to employ them.

The debate shows how difficult it is for the government to find ways to save money without upsetting different groups in society. Pensioners, in particular, are a politically powerful group in France.

Lawmakers will now need to discuss Bazin's alternative proposal further. If social partners are given the power to decide, it could change how future pension policies are made, moving some control away from the central government and toward negotiated agreements.
