Flamengo Wears Protest Message Against Betting Ban

Flamengo is a big football club in Brazil. The club wore a special message on its shirt. The message was a protest. It said: 'To ban is not to protect.'
The protest is about sports betting. Betting means putting money on a game result. People hope to win more money. The Brazilian government made a new rule. The rule stops some betting advertising in football stadiums. Advertising means showing ads to sell something.
The government rule is called a provisional measure. This is a fast law from the government. It can change later. Congress can still make changes to it. Congress is the group that makes laws in Brazil.
Many people do not like the new rule. Flamengo says banning things does not help people. The club thinks there are better ways to protect people.
