Eni is a big energy company in Italy. Eni sells petrol and diesel for cars. Eni made the price of fuel lower. This is called a price cap. A price cap is a top limit on a price. Eni says the lower price will stay until the end of the year. Eni checks the price every month. This is called a discount. A discount means a lower price than before. But there is a problem. Many drivers want to buy the cheaper fuel. Some fuel stations do not have enough fuel now. People who run these stations are angry. They are called gestori in Italian, or operators in English. They say the discount causes problems for their business.
